The attack happened just before 9 p.m. on May 14 in the parking lot outside JC Penney.
Police say the man pulled his pickup truck behind the first victim's car, then pushed himself inside the car when she opened the door and began to sexually assault her.
Another woman, who was nearby, heard the victim crying and came over to help, according to investigators.
Police say the man then stopped his assault and ran back to his pickup truck.
Before driving away, though, police say he appeared to intentionally swerve and hit the woman who had come to help, sending her to the hospital with serious leg and hip injuries.
"The attack on these two women was violent and unprovoked. Anyone who would do this must be considered dangerous and finding him before he acts out against someone else is an absolute priority," said Deputy Chief William Bones in a press release.
The suspect's pickup truck was caught on surveillance video. It is described as an approximately 1997 GMC pickup, teal in color with silver trim along the bottom. At the time of the attack, police say there was a sticker in the lower right of the rear window and the bed had a teal cover matching the paint job.
As for the suspect himself, police say he is light skinned, possibly late 30s, bald or very short hair, stocky build, and blue eyes. Police say he was wearing a sleeveless shirt and shorts at the time of the attacks.
Police say they have received numerous tips and they are hoping the sketch will help locate the suspect.
